The Age Katy Wrote Into The Framework

When a Texas district serving roughly ninety-five thousand students opened its school year this month, its new AI framework did not answer whether children should use chatbots. It answered a smaller and older question. When.

On July 20, in a Board of Trustees work study meeting in west Houston, an assistant superintendent named Sanée Bell walked one of the country's larger school districts through a framework.1 Katy ISD, which serves roughly ninety-five thousand students across seventy-seven schools, had spent the summer writing rules for generative AI.2 On August 12, when the 2026-27 school year opened, those rules came with the students into the building.3

The framework does not answer whether generative AI belongs in a classroom. It answers a smaller and more interesting question. When?

In kindergarten through sixth grade, no generative AI chat tools. No Microsoft Copilot. No Google Gemini.1 District-approved instructional platforms like Amira Learning and Writable are permitted under teacher guidance, but the conversational tools sit on the far side of a line.1 In seventh grade, a teacher may direct a student to use a district-approved AI tool.1 In eighth grade, a student may reach for it with a teacher's permission.1 From ninth through twelfth grade, permission continues, and students must disclose and cite whatever they used and verify what it produced.1

Bell put the reason plainly to the board. "AI can support the learning process, but it cannot replace the thinking, the struggle, or the growth that learning requires."4

The Tier Nobody Else Has Drawn

Notice what the framework did that the national conversation, mostly, has not. It stopped asking whether. It began asking when.

Read across the country's back-to-school announcements this month and the arguments cluster at two poles. One says AI is a tool students will meet in adult life and schools should teach fluency now. The other says AI is a shortcut that erodes cognitive development and schools should hold the line. Both arguments treat a nine-year-old and a seventeen-year-old as the same problem.

Katy separated them. It said the second grader with a chatbot on her tablet is not the same design problem as the tenth grader with a chatbot in her Google Doc. It said the answer for the tenth grader is a citation practice. The answer for the second grader is not yet.

What The Tier Assumes

An age-based rule has a quiet claim underneath it. It assumes that thinking is something you build before you offload. That a child who has never wrestled a paragraph into being cannot yet decide when to accept a paragraph from somewhere else. That the growth Bell named, the thinking and the struggle, is not incidental to school. It is the point of the early years.

You may agree or disagree with the age Katy chose. Reasonable people will argue that sixth grade is too high a wall or that ninth grade is too low. What is worth noticing is that the district has made the argument at all. It has proposed that when matters. It has proposed that a district can, without pretending to solve the whole question, at least decide the order in which children meet the tool.

What The Tier Cannot See

An age tier is a rule about access. It says whose account has the chatbot behind it and whose does not. It is enforced on the network and in the settings. It works well at its own layer.

There is, of course, a second device in every household, a phone in every pocket by grade seven, and an older sibling one room over. The tier tells a district what to give a child. It does not tell a teacher what the child actually did on Tuesday night. That question sits on a different layer of the design problem.

The teacher's layer is the record of the work as it happened. The eight-minute pause on the third paragraph. The passage that arrived, whole, from another window. The sentence typed by hand, deleted, and tried a different way. Not what a policy allowed, but what a student, in practice, chose. Two children of the same age, in the same classroom, will use the same permission very differently. The framework can only say that the permission exists. The record has to say what was done with it.

The Framework And The Record

This is the layer the quiet work at Koan lives on. Not a competing policy. Not a competing chatbot. A record of what actually happened while a piece of writing was being made, so that a teacher standing in the classroom Katy opened this month has, next to the district framework on her screen, the story of how her students used the permission the district drew for them.

A tier without a record is a fence with no groundskeeper. A record without a tier is a groundskeeper with no fence. Together, they make it possible for a school to be honest about both what it allowed and what actually happened after.

The Question Katy Wrote

Katy did not resolve the national question about AI in schools this July. It resolved a smaller question, which may turn out to be the more important one. It said that the age of the child is a fact worth writing into the framework. It said the seventh-grade line is not arbitrary. It said the answer to "should a child use a chatbot" is not one answer.

Somewhere in the country this week, another district is redrawing its own framework. Another line is being placed at another grade. Another parent is reading it and asking whether it holds.

If the framework tells a child when, what tells the teacher what the child did?
